Program Description: On May 23, 2014, the Centers for Medicare & Medicaid Services (CMS) and Texas Health and Human Services Commission (HHSC) announced a federal-state partnership to implement the Texas Dual-Eligibles Integrated Care Demonstration. This program presents details about how you and your clients may be impacted by the demonstration project that will include a three-way contract between CMS, HHSC and Medicare-Medicaid Plans (MMP) to provide integrated benefits in certain major metropolitan counties.

The initiative aims to integrate the current, fragmented model of care for dual beneficiaries by creating a single point of accountability for the delivery, coordination, and management of both Medicare and Medicaid services. The demonstration has been designed to build upon the current STAR+PLUS (State of Texas Access Reform Plus) model that is used to deliver Medicaid long term services and supports. The demonstration may begin as soon as March 1, 2015 and continue until December 31, 2018. The program presents how the state of Texas plans to implement this project and how it may impact how you deliver services to your clients, regardless of whether you are a Medicare or Medicaid provider. Program Objectives: Upon completion of this program, the viewer will be able to:

  • Describe the goals of the Texas Dual-Eligibles Integrated Care Demonstration Project.
  • Recognize the key timeline checkpoints for implementation of the demonstration project.
  • Describe how enrollees will be allowed to participate in the demonstration project.
  • Describe which populations are included and excluded from the demonstration project.
  • Compare key components of the Memorandum of Understanding (MOU) between the Centers for Medicare & Medicaid Services (CMS), Health and Human Services Commission (HHSC) and the STAR+PLUS Medicare/Medicaid Plans (MMPs).
  • Evaluate key challenges home care agencies will face in the Texas Dual-Eligibles Integrated Care Demonstration project.

About the Presenters:
Tania Colon
is the Director of Project Management, Medicaid and Children Health Insurance Program Division, Health and Human Services Commission. Tania has worked at the Health and Human Services Commission for 8+ years and her department is responsible for the development and implementation of critical initiatives that impact multiple HHS agencies and HHSC division and units. Tania has worked in various capacities in health and human services and has over 10 years' experience in Medicaid program.

About the Presenters:
Kelsey Letcher
is a Project Manager within the Medicaid CHIP division of the Texas Health and Human Services Commission (HHSC) with several years' experience in Medicaid working on a variety of HHSC initiatives –including analysis and implementation of federal health care reforms and the Texas Dual Eligibles Integrated Care Demonstration Project. Kelsey holds a master’s degree from the University Texas Health Science Center and a bachelor’s from Boston University.

About the Presenters:
Heather Vasek
is the Senior Policy Analyst for Delisi Communications, a full service public relations and government consulting firm. She has nearly twenty years of experience in health care policy analysis and advocacy. She has worked on a wide variety of health care issues, including Medicare and Medicaid acute and long-term care financing, program design, waivers and eligibility; Medicaid waivers, health care licensing, managed care, and insurance issues. Prior to joining Delisi Communications, Heather worked for the Texas Association for Home Care for more than thirteen years, leaving as Director of Public Policy. She has a Master of Arts in Public Policy and Administration and a certificate in Programs in Health Management from the University of Wisconsin-Madison, and a Bachelor of Arts in Political Science from Rice University.
