Program Description: The STAR+PLUS Medicaid Managed Care program is scheduled to expand to the Medicaid Rural Service Areas (MRSA) with an operational start date of September 1, 2014. The Texas Health and Human Services Commission (HHSC) will be announcing tentative awards for contracts with MCOs for the remaining counties not in STAR+PLUS.The transition phase will begin after both Parties (HHSC and MCOs) sign the Contract.The transition phase must be completed no later than the operational start date.The MCO is responsible for clearly specifying and requesting information needed from HHSC, other HHSC contractors, and Providers in a manner that does not delay the schedule or work to be performed.

If you are currently a Community Based Alternatives (CBA) or Primary Home Care (PHC) or STAR+PLUS provider, this is your chance to hear what is coming from HHSC and the Department of Aging and Disability Services (DADS). This program provides focus on transition and the major differences between the DADS operated programs, CBA and PHC; and the STAR+PLUS program service delivery model, particularly the differences related to service delivery, claims processing, authorizations, and communication. Presentation Date: 11.20.2013

Program Objectives: Upon completion of this program, the viewer will be able to:

  • Describe the various Medicaid service delivery models
  • Discuss current Star+Plus program
  • Identify current Managed Care Initiatives
  • Compare Managed Care to other models
  • Understand the DADS transitional activities that could affect home care agencies serving individuals in the targeted STAR+PLUS expansion service areas

About the Presenters:
Rhonda Pratt
a degreed Social Worker from the University of Texas at Austin, has 25 years of state government experience. She has served in a project management capacity for DADS since August 2005. Prior to this role, she served as a manager in the Claims Management division overseeing three units: Call Center, Third Party Recovery, Program Authorizations (Hospice, Nursing Home and Specialized therapies). She also has experience with the Texas Department of Mental Health and Mental Retardation (TDMHMR) in developing program policy and procedures, consumer assessment/screening and reimbursement tool development. She has also served as agency Project Manager for the development of TexMedConnect, the Long Term Care claims system used by Long-term Services and Supports providers. Rhonda serves in her community, having served on several city boards and commissions and currently serving as a Christian minister in various correctional facilities. In August, serving as program director, launched a Christian mentoring program for college and young professional women.

Lisa Neal expertise stems from more than 20 years of management background and knowledge of the Medicaid, Managed Care, Medicare and Mental Health & Mental Retardation programs; including extensive experience with the STAR+PLUS program. In addition, Ms. Neal has knowledge and experience in providing community outreach services for adults, children and families through state agencies, community based organizations, educational institutions, and the juvenile justice system.
