Program Description: The Proposed/FINAL Rule for Home Health Prospective Payment System for 2016 is bringing numerous changes that will impact your agency from a financial perspective. There have been reductions to annual updates for 10+ years now, with many of those years seeing outright reductions to reimbursement, as projected for 2016. This program reviews significant areas noted in this Rule, most of which will impact Texas HHAs. The Value-Based Purchasing Demonstration for home health is discussed.

Make no mistake, CMS believes that there are too many HHAs operating in Medicare and is looking to whittle down that number and many of these changes are steps in that direction. As an Administrator, you are looked to be the captain of your agency as you try to navigate the turbulent seas of Medicare regulations and reimbursement.

Understanding these changes as early as possible will help you prepare your agency for the changes that 2016 are sure to bring. Short-term reactions to long-term issues are no longer viable options if you plan to operate for the long run. You will gain insights on how to prepare and position your agency to survive and hopefully thrive in 2016 and beyond. Presentation Date: 11.18.2015

  • Describe the importance of, and how to participate in, the Rule Making Process.
  • Identify the difference between what the CMS (Centers for Medicare and Medicaid Services) projected change in PPS (Prospective Payment System) Rates and their payment rates will be each and every year.
  • Identify the various changes for 2016 and how they individually and collectively impact reimbursement.

About the Presenter:
John M Reisinger
has 23 years of experience in the Home Health and Hospice Industry. He spent the first five years of his career as a Medicare Auditor for Aetna in Florida, where he learned the rules and regulations applicable to Home Health and Hospice. The next 11 years he was an Executive for an organization that had operations in seven states and annual revenues in excess of $50- million when sold to Gentiva in February 2008. This was when he deepened his analytical skills and models in the operations of HHAs & Hospices and began analyzing the changes to home health reimbursement in the Proposed Rule changes each year, which he has done every year since 1997.

Since 2008, John has been a financial consultant to the Home Health and Hospice industry, a nationally recognized public speaker and subject-matter expert in several national publications, and an active advocate for the industry. He is one of the individuals spearheading the drive to increase industry participation in the Rule-Making Process and to help agencies become more efficient and cost effective to counteract the cuts that seem to continually be coming out of Washington.
